FCDC Has A New 3-year Strategic Plan
Did you know FCDC has been busy working with Dakota Resources to update its Mission and Vision Statements, create Values Statements and Develop a 3-year Strategic Plan?
Mission Statement: To foster and promote economic development and a positive quality of life by supporting a healthy and diverse community through business, arts, and leisure.
Vision Statement: Giving strength to a thriving regional center that is rich in heritage, belonging, commerce, and community.

A shared vision unites and sets a clear path for the future. FCDC is excited to share our 3-Year Strategic Plan that is built upon our Mission, Vision, and Values. This strategic plan focuses on five foundational pillars: Youth Engagement and Retention, Promoting Quality of Life, Activating Collaborative Partnerships, Attracting and Developing Business, and Creating a Plan to Generate Revenue for FCDC.
1. Youth Engagement and Retention
FCDC is committed to creating the desire in our youth to work, live, and return to the Freeman area. Our strategy includes:
- Partnering with the local schools, local businesses, and higher education institutions to promote career pathways.
- Aid in growing internship and apprenticeship opportunities with local businesses.
- Collaborate to create programs to amplify youth voices in community decision-making.
By investing in the next generation, we’re not just filling today’s workforce—we’re building tomorrow’s leaders.
2. Promoting Quality of Life
FCDC is committed to creating a healthy and wealthy Freeman area for generations to come. Our strategy includes:
- Supporting the development of housing, healthcare access, recreation, and cultural amenities.
- Enhancing community beautification efforts and public spaces.
- Supporting local events through marketing.
Improving quality of life means creating spaces people are proud to call home—and excited to share with others.
3. Activating Collaborative Partnerships
FCDC is committed to sharing the responsibility of creating a united Freeman area. Our strategy includes:
- Strengthen ties with local governments, school districts, nonprofits, and service organizations.
- Facilitate roundtable discussions, working groups, and joint initiatives to share resources and ideas.
- Create alignment around shared goals to amplify impact across the region.

4. Attracting and Developing Business
FCDC is committed to be a source for a thriving Freeman business economy. Our strategy includes:
- Support existing employers with workforce development, expansion assistance, and access to incentives.
- Foster entrepreneurship by connecting startups with mentorship, funding sources, and training programs.
- Market the community’s unique assets to attract new businesses and industries.

5. Creating a Plan to Generate Revenue
